SITE/HOURS:
40 hours per week, Mon- Fri.
All hours are at our CommuniCare Health Centers Administrative Office.
Travel to other sites may be necessary.

Responsibilities:

Implement, maintain, and review payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
Project management for new system implementations.
Identify and recommend updates to the payroll software, systems, and procedures.
Responsible for preparation and processing of bi-weekly payroll for more than 400 employees; review and ensure accuracy of approved timesheets; track and deduct garnishments and other special payroll deductions.
Responsible for the coordination efforts between payroll, human resources (HR), finance and other departments to ensure proper flow and maintenance of employee data (including preparation/distribution of detailed reports, e.
g.
labor, overtime, leave balances, head count, and retirement contribution reports).
Handle the administration of the electronic timekeeping system.
Review valid departments and projects for each employee's charges, and adherence to FLSA; monitor submissions of approved timesheets, ensure valid data transfers to/from payroll service.
Establish/maintain employee records; ensure that employee changes are entered correctly and made on a timely basis; review changes for proper authorization and adherence to CommuniCare policies including compliance with federal/state/local regulations.
Collaborate with the HR department regarding employee leaves of absence.
Oversee maintenance of payroll records and files including but not limited to sick time, vacation, PTO, holidays and other accrued leave.
Respond to routine inquiries concerning payroll deductions and accruals, wage garnishments, child support payments, and other inquiries.
Determine employee 403(b) eligibility for employer match and communicate to HR department.
Calculate 403(b) match and discretionary contributions.
Reconcile health benefits premium invoices monthly and report ACA totals to be downloaded by current payroll company at year-end.
Recruit, interview, hire, and train new staff in the department.
Oversee the daily workflow as well as the quality and accuracy of the work of the department.
Provide constructive and timely feedback to the team Maintain current knowledge with the payroll processing system updates and changes in applicable federal and state wage and tax laws.
Review quarterly and year end tax and payroll reports.
Assist with development and implementation of payroll practices, policies, and procedures.
Provide training as necessary to managers and employees regarding payroll-related functions.
Facilitate audits by providing records and documentation to auditors.
Perform other duties and special projects as assigned.
Education/
Experience:
Bachelors degree or equivalent in Accounting, Business Administration, Human Resources, or a related field strongly preferred, or five or more years experience doing payroll-related activities, or an equivalent combination of education and experience.
Ability to maintain confidentiality and exercise extreme discretion.
Special Skills/Equipment:
Extensive knowledge of the payroll function including preparation, balancing, internal controls, and payroll taxes.
Must be able to demonstrate intermediate to advanced understanding of federal and state wage and hour law.
Strong supervisory and leadership skills.
Strong analytical and problem-solving skills.
Must be computer literate at an intermediate level or more and able to use web-based payroll system and Microsoft Office computer applications.
Intermediate proficiency (or more) in Excel strongly preferred.
Demonstrated skills with general accounting principles, bookkeeping, and payroll systems required.
Must have a commitment to excellence and high standards.
Must have proven record of high level of being detail-oriented.
Must provide proof of current drivers license and auto insurance.

Expected to have strong interpersonal skills and the ability to understand and follow written/verbal instructions.
Attendance and punctuality are necessary.
Able to work independently with little or no supervision.
Required to have the ability to deal effectively with a diversity of individuals at all organizational levels and with external customers.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
