Quality Specialist

Assists staff in the development and improvement of facility workflows and processes. Educates facility staff in performance improvement practices and tools as appropriate. Leads performance improvement efforts for implementation of best practices in record creation, completion, and management. Leads Youth Regional Treatment Center (YRTC) efforts to reduce risk of privacy incidents including observation of various areas within the facility to improve processes and practices as appropriate. Addresses resident and staff privacy concerns. Professional clinical knowledge and experience in an allied health care profession that requires licensure, certification or registration in the profession e.g., medical records administration, health information technology & management, etc.) in order to plan and operating quality programs regarding health information management, electronic health records, quality improvement, and privacy functions at the YRTCs located in Southern and Northern California. Comprehensive knowledge of pertinent Federal and State law(s) and regulations such as:
Centers for Medicare & Medicaid Services (CMS), Office of the Inspector General (OIG) Guidance, and other resources relative to compliance and ethics; HIPM Privacy and Security Rules; Health Information Technology for Economic and Clinical Health (HITECH); HIPAA Omnibus Rule; 42 CFR Confidentiality of Alcohol and Drug Abuse Patient Records; Freedom of Information Act; The Privacy Act; California state laws including Title 22, Lanterman-Petris-Short Act (LPS), and Confidentiality of Medical Information Act (CMIA in order to properly advise YRTC management and staff. Knowledge, skill and experience in the management of electronic and paper health records including EHR templates is required. Knowledge and experience in Federal, Tribal, Urban facilities serving the Al/ AN population is desirable. Ability to communicate well, collaborate with, and provide instruction to a wide range of clinical, operational, and administrative staff. BASIC REQUIREMENT(S):
Bachelor's or graduate/higher level degree:
major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Qualifications:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
performs planning and operation of quality improvement programs regarding health information management, electronic health records, quality improvement, and privacy functions at a patient care facilities. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements:
Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
